HB 3554, HB 1956: Regulation, Remediation, and Financial Assurrance of AST's and UST's
HB 3554 allows the use of money in the Petroleum Storage Tank Remediation (PSTR) Account for certain AST and UST expenses;
extends the fee imposed on the delivery of a petroleum product on withdrawal from bulk; eliminates the current annual UST
and AST facility fee and allows its reinstatement at per tank amounts set by the commission; and extends the sunset date of
the PSTR Account and the expiration date of the petroleum storage tank reimbursement program. HB 1956 requires financial assurance. |

HB 2482: Onsite Sewage Facilities
This rulemaking implements HB 2482, 80th Legislature, 2007, Regular Session, by allowing homeowners to maintain their own
aerobic treatment units (ATUs) without the requirement for training. It also describes penalties for non compliant homeowners
in counties with populations over 40,000 and removes certain provisions relating to the maintenance provider program which
were established by HB 2510, 79th Legislature, 2005, Regular Session. This rulemaking also adds a provision to adopt a maintenance
provider registration program. In addition to changes made in response to legislation, the rulemaking will address definitions
relating to On Site Sewage Facilities (OSSFs), responsibilities of homeowners and OSSF professionals, OSSF design submittal
requirements (including technical considerations) and errata correction. |
