2007-030-331-PR HB 2654: UIC Class I Nonhazardous Rules for Water Treatment Residuals
This rulemaking will allow the commission to issue a general permit for Class I nonhazardous wells injecting desalination concentrate and other water treatment residuals from public water systems. This rulemaking will also revise technical standards to be equivalent with federal Class I nonhazardous regulations.

2007-048-291-PR HB 3475, SB 3: Border Counties Water and Sewer Systems, CCNs and Rates
Rulemaking to implement legislation from the 80th R.S., 2007 on: HB 3475 (Border Counties Water and Sewer Systems), and SB 3's Sec 2.05 (CCNs); Sec 2.06 (Consolidated Billing); Sec 2.07 (Rates); Sec 2.32 (Powers and duties of Utilities); Sec 2.39 (CCNs); and, Sec 7.01 (CCNs).

2007-050-019-PR HB 1254: Encouraging Use of Electronic Fee and Electronic Reporting
HB 1254 allows the commission to adjust fees as necessary to encourage electronic reporting and the use of the commission's electronic document receiving system.

2007-027-344-CE HB 4, HB 1656, SB 3: Landscape Irrigation
This rulemaking implements HB 4 and SB 3, 80th Legislative Session, by establishing, in consultation with the Irrigator Advisory Council, standards for irrigation system design, installation, and operation, water conservation, and duties and responsibilities of licensed irrigators. The rulemaking also implements HB 1656, by exempting certain irrigation systems from permitting requirements. Some municipalities will be required to adopt TCEQ landscape irrigation rules. The rules will define the roles and responsibilities of licensed irrigator inspectors.

2007-031-030-CE HB 1656: Occupational Licensing
This rulemaking implements HB 1656 by creating a new licensing program for landscape irrigator inspectors, including establishing qualifications for obtaining and renewing a license.

2007-035-337-PR HB 3220: Dry Cleaner Regulation and Remediation
Sets deadline for Property Owners (POs) to register by 12/31/07 as requirement for eligibility for fund benefits. Allows for quarterly billing for registration fees. Amends fees for solvents; requires refund of current credit balances; restricts use of perc at sites where corrective action completed. Allows an owner of non-participating drop station to move and retain non-participating status.

Repeal of the state regulations that require all heavy-duty diesel engines (HDDE) produced for sale or use in Texas for the 2005 and newer model years to be certified to meet the California emission control standards specified under Title 13, California Code of Regulations (13 CCR) §1956.8 that were revised by the California Air Resources Board (CARB)

2007-001-305-PR MSW Revisions to Chapter 305 & 330
This rulemaking will define and limit the scope of certain major permit amendments and change some non-notice mods to notice mods and some notice mods to major amendments. Notice requirements will be revised to expand distance for mailed notice & require signage.
