PST State Lead Legal Authority

  • The state authority for the PST program is Subchapter I, Chapter 26, Texas Water Code, as originally enacted by Senate Bill 779, 70th Legislature, 1987, and as amended by House Bill 1588, 71st Legislature, 1989 and House Bill 183, 71st Legislature, 1989.


  • In 1987, Senate Bill 779 was signed into law and directed the TCEQ to establish regulatory programs that address the requirements applicable to all underground storage tank owners concerning leak detection, record-keeping, reporting, corrective action, closure, and financial responsibility.
