Chapter 334 Closure Criteria for Domestic Irrigation
Wells (Sept. 6, 2006). Addresses the allowable levels
of groundwater contamination that can remain in place in domestic
irrigation wells at Chapter 334 leaking petroleum storage tank
(LPST) sites at the time of site closure.
- IOM-073103,
Sample Handling and Preservation Procedures; Collection Procedures
for Groundwater Samples (July 31, 2003). Reiterates
standard industry procedures for proper collection, handling and
custody of environmental samples, which apply to all samples
collected under any TCEQ Remediation Division program (e.g., PST
Program, Corrective Action, Voluntary Cleanup Program). Outlines a
new custody procedure that must be followed when samples will not
be received by the laboratory within two (2) days of sample
collection. Brief discussion of previously issued TCEQ guidance ("Consistency
Memorandum", July 23, 1998) on low-flow groundwater collection
and filtering.
- IOM-071703,
Process for Expedited Closure Evaluation for Priority 4.1 Petroleum
Hydrocarbon LPST Sites (July 17, 2003). Describes how
and under what conditions, LPST sites that are considered low-risk
can be brought to closure quickly and appropriately.
- IOM-111201, LPST
Program Corrective Action Deadlines Effective September 1,
2001 (November 12, 2001). HB 2912
(the TCEQ "Sunset" bill) and HB 2687 , both enacted by the 77th Texas Regular
Legislative Session of 2001, impose new corrective action, annual
reporting, and reimbursement deadlines on certain LPST sites and
also extend the life of the Petroleum Storage Tank Remediation
(PSTR) fund through August 31, 2006. The new statutory deadlines
apply to all LPST sites where the release was reported to the
agency on or before December 22, 1998, whether corrective action
costs are eligible for reimbursement or not.
- A mass mailout discussing the new legislation
and new deadlines was prepared and mailed to over 5000 responsible
parties (RPs) November 12, 2001. Included in the mailout package
was a cover
letter, guidance
document (includes a summary table of applicable PST Program
guidance documents and forms), and form.

- The form in the mailout packet is to be filled out
only by persons believing that they received the
mailout in error, either because they are not the RP, or there is a
different point of contact for the RP. RPs that believe they are
financially unable to complete the necessary corrective actions at

Provides general guidelines for collecting representative water
samples from domestic water wells.

has affected a known local/regional water supply or State
Designated Major/Minor Aquifer. Criteria replaces applicable
portions of Items 3 and 4 of the March 6, 1997 RG-36 Clarification
IOM.

Preapproval Costs for Groundwater Monitoring of RNA
Parameters (2/23/1998). Future groundwater monitoring
workplans should clearly state the indicator data. Workplans should
also clearly identify which data, if any, will be obtained through
laboratory analysis rather than field methods. Outlines allowable

Protective Concentrations in Groundwater for Construction
Worker Exposure (8/12/1997). This IOM outlines the
process and criteria regarding construction worker exposure to

Clarifications and Amendments for Implementation of
RG-36 (3/6/1997). Modifies RG-36 (Risk-Based
Corrective Action for Leaking Storage Tank Sites) to clarify
when to conduct a Plan B risk assessment, and discusses exposure
pathways and use of the exit criteria (see February 10, 1997 IOMs).
Several changes have also been made to exposure equations and
toxicity data.

- RG-111, Preapproval for Corrective Action
Activities (revised October 1997), is available in PDF (Cost

- RG-175, Guidance for Risked-Based Assessments
at LPST Sites in Texas, is not available online. Order this publication

- RG-411, Investigating and
Reporting Releases from Petroleum Storage Tanks
(PSTs), is available now in final form. The
procedures and action levels contained therein must be applied to
any releases reported to the agency on or after September 1, 2003.
RG-411 supercedes the guidance previously included in TCEQ-0621,
Release Determination Reporting, and addresses LPST
release reporting in light of the Texas Risk Reduction Program
rules (30 TAC 350).
