Data Input Files

Use these data files, which are compressed in ZIP format (Help with Downloading Files), with WRAP Exit TCEQ (the Water Rights Analysis Package; what’s WRAP?):

  • For new permanent water rights or amendments, use the full authorization model. This model shows the flows that would remain available if all currently permitted withdrawals were made.
  • For new term water rights and amendments, use the current conditions model. This model shows the flows available as existing rights are currently being exercised, including water available as return flows.

When you download and unzip either of these files, you will get these items:

  • A text file. This file details recent changes to the respective data input file.
  • The data input file for that model. This file is valid as of the date shown. Information can change as new water rights are added, existing water rights are amended, or, for the current conditions model, return flows are reduced.
  • GIS coverages. Use this file with the WAM GUI (Water Availability Modeling graphical user interface). Be aware that:
    • These GIS coverages may not show all basin rights. (Some rights do not include authorization to store, take, or divert state water.)
    • The points marked in the GUI coverages do not represent the legal locations of the permitted rights. These points are intended solely for the purpose of displaying WRAP (Water Rights Analysis Package) output in ArcGIS.

What’s WRAP?

WRAP is an application for predicting whether water will be available — and, if so, when and where — under a variety of conditions. This application is maintained for us under contract by Dr. Ralph Wurbs Exit TCEQ of Texas A&M University. Dr. Wurbs also maintains guides for using WRAP Exit TCEQ.
