The Texas Water Code (Chapter 13, Subchapter M) requires the
Texas Commission on Environmental Quality (TCEQ) to adopt rules and
standards governing billing for submetered and allocated water and
wastewater utility services. On September 27, 2000, these
rules took effect as Title 30, Texas Administrative Code, Chapter
291,
Subchapter H, Utility Submetering and Allocation.
