Overview
The State of Texas Environmental Electronic Reporting System
(STEERS) is a user friendly program for TCEQ customers to submit
environmental data electronically. Using STEERS assists customers
in meeting certain reporting requirements and aids the TCEQ in
collecting and processing the data.
STEERS allows you to add or modify your data through the
Internet. Typically, you will first view your data as it exists in
the TCEQ main computer. Then you can create and save a "work space
copy" based on that information, or you can add and save new
records to your work space. If the work space copy is free of
errors, you can certify it and submit it for processing in the TCEQ
main computer. You will then have access to a "copy of record" (a
receipt) showing which records you submitted to the TCEQ for
processing.
Processing submitted records by the TCEQ will then take about a
week. After that you will see your changes as the official record.
While your submitted changes are being processed, the particular
record(s) they are based on cannot be changed again. Once changes
are processed and returned as the official record, you can change
them again.
Each copy of record is written in a language called "XML." You
can read XML in it's raw form if you download it as a text file.
However, Internet Explorer and other programs that process XML can
make the copy of record look like what you saw in your web browser
when you submitted the data. To be able to read XML with Internet
Explorer, you may need to download and install the
Microsoft upgrade for your Internet Explorer. (Internet
Explorer version 6 will not need an upgrade. An indication that you
need this upgrade is that the copy of record will not appear to
contain the data you submitted.)
STEERS Access
STEERS is free, and can be accessed through the Internet.
STEERS is intended to be used by authorized employees or
representatives of the companies that use STEERS to report
environmental data. Because this data is reported to comply with
environmental regulations, the one who submits STEERS data to the
TCEQ must have the appropriate authority in the particular
environmental program area. Some specific requirements are as
follows:
To gain access to STEERS, the on-line STEERS
Participation Agreement(SPA) must be completed and submitted to
the address on the application form.
