If you submit discharge monitoring reports to TCEQ, you can
now submit them electronically over the Web through
STEERS. These reports are required for facilities covered under a
Texas Pollutant Discharge Elimination System permit.
What do you need to submit DMRs
electronically?
Obtain an electronic reporting account by completing a STEERS
Participation Agreement online. Go to the STEERS login page
to create a new account, or to update an existing account to add
eDMRs.
Methods for Reporting Electronically
You have two choices for reporting DMR data
electronically:
- Manually key DMR data into a Web form on the
Internet. No special software is required. You only need an
Internet connection and a Web browser.
- Upload DMR data from databases or spreadsheets
that you already maintain. This allows data to be imported from
your system without rekeying.

are using STEERS, the same system that thousands of individuals in
the regulated community already use.
- Pull-down menus and the ability to verify and validate
DMR data before submitting it Dozens of data
quality checks are performed on the data and you can correct
mistakes prior to submitting the data.
- Receive e-mail notification that your data
were received by the TCEQ and know that your data will be
uploaded to the primary EPA database for DMRs within
days.
- The ability to correct DMR data you previously
submitted for the current and the past five years.
- Easy online access to all of your previous copies of
record Every electronically signed DMR is stored as
a copy of record, including all the data, the user name and e-mail
address of the person who submitted them, and the time and date of
the submission.
- Three types of user roles allow you to delegate the
tasks of developing and submitting DMRs to multiple staff
while keeping submittal authority for final
submission with the appropriate company official as
required by the regulations:
- Read-only users can view pending and submitted
data.
- Edit/prepare users can view, create, edit, and
delete reports and upload files.
- Submit users can view, create, edit, delete, and
submit reports, as well as upload files.
