News from the Texas TMDL Program

The TMDL Program sets targets for improving the quality of surface waters and develops implementation plans (I-Plans) to achieve them.

New InformationExecutive Director Announces New Water Division

In one of his first actions as executive director, Mark Vickery has formed a new division dedicated to improving surface water quality in Texas. This organizational change will be effective September 1, 2008. The new division will bring together the functions of:

  • reviewing surface water quality standards
  • assessing water quality and preparing the Water Quality Inventory and 303(d) List
  • developing and implementing TMDLs
  • supporting projects to reduce nonpoint source pollution
  • protecting and restoring wetlands and estuaries
  • planning monitoring to prepare the Inventory and List
  • collecting targeted data where needed about waters identified on the 303(d) list

The new division will be part of the Chief Engineer's Office, led by seven-year veteran Kelly Keel, who has been instrumental in the TCEQ's air quality planning programs. This new Water Quality Division should increase cohesion and efficiency in planning and implementing improvements to water quality. People dealing with the TCEQ may notice other changes. Personnel in the new division will include those currently in the Chief Engineer's Office, as well as staff members from the Office of Permitting and the Office of Compliance and Enforcement. The division will have three sections — Planning and Implementation, Monitoring and Assessment, and the Houston Laboratory.

The TCEQ will make further announcements about the new division on this Web page.
