Reduction Plan (TERP)
The Light-Duty Motor Vehicle Purchase or Lease Incentive (LDPLI)
Program is a statewide program to provide financial incentives
(rebates) for the purchase or lease of an eligible new car and
light truck, model year 2003 or newer. To be eligible, the vehicles
must be certified by the U.S. Environmental Protection Agency (EPA)
to the Tier 2 exhaust emissions standards of Bin 1–Bin 4 and
must have been purchased or leased after August 1, 2002. The
rebates are subject to available funding.

What Vehicles Are Eligible for an Incentive?
The TCEQ is responsible for compiling reports from vehicle
manufacturers regarding eligible vehicles, and making that
information available. You may click on the links below to view

Annual Report on the Availability of Eligible Certified
Light-Duty Motor Vehicles
If you manufacture light-duty motor vehicles that are certified
by the EPA to the Tier 2 exhaust emissions standards of Bin
1–Bin 4 and you intend to sell these vehicles in Texas, you
must submit an annual report to the TCEQ no later than July 1st of
each year. The Manufacturer’s Annual Report form is provided
