The purpose of the Advisory Workgroup is to provide input from a
diverse group of interests to assist in the development of the
State of Texas Nonpoint Source Pollution Assessment Report and
Management Program. The management program is the state's plan
fornonpoint source pollution management.
Workgroup Structure
Section 319(b)(3) of the Clean Water Act states, "In development
and implementing a management program under this subsection, a
state shall, to the maximum extent practicable, involve local
public and private agencies and organizations which have expertise
in control of nonpoint sources of pollution." Funds are
appropriated to the State by EPA to implement the management
program.
The Advisory Workgroup is designed to help the TCEQ establish a
comprehensive list of the programs to be included in the document.
The advisory group will be asked to review and comment on the
management program and provide input as to whether the appropriate
NPS related programs throughout the state are represented in the
final report. The group will also be asked to provide input on the
long and short term goals for NPS management for the state.
Membership
The group membership consists of nonpoint source stakeholders,
most of which represent programs contained in the State's current
Nonpoint Source Management Program.

Draft Management Plan
A revised draft of the Texas NPS Management Program is now
available for public review and comment at the Texas Register. This
document is also available for review by selecting the PDF link
below.
The following is a summary of the document: Chapters 1 and 2
summarizes how Texas implements EPA's nine key elements of a State
Nonpoint Source Management Plan. These two chapters present the
long and short-term goals Texas uses to restore and protect water
quality, including the milestones by which progress is assessed.
Chapter 3 details the Watershed Approach that Texas uses as its
management strategy. Chapter 4 provides a description of the
agencies and organizations that address water quality issues within
the State. Chapters 5, 6, 7, and 8 give in-depth descriptions of
the numerous programs and best management practices implemented by
the agencies and organizations mentioned above to address NPS water
quality assessment, implementation, and education. The appendices
provide supplemental information and references to further support
the management strategies described in preceding chapters.

The Draft BMP Finder is a supplement to the Best Management
Practices (BMP) section of the Texas Nonpoint Source Pollution
Assessment Report and Management Program. This document provides
cross-references to standard terms, descriptions, technical
guidance, and implementation considerations for NPS BMPs. The BMP
Finder will be published with the management program and may be
